What do you mean by "characters archive location" ? Do you mean where is savegame located? What do you mean by Chinese patch? Do you mean Chinese translation of the game?

Savegames are located here https://github.com/clintbellanger/flare-engine#save-files Read docs before asking questions.
All translations we have are bundled with engine, there is no separate patches. You can try latest build from master repo, your language can be in better state in master then in v0.19
