Bounty Board

In IRC, El Barto mentioned the possibility of a Bounty Board here at OGA. I think it's a great idea, and I'd like to get the ideas rolling around in people's heads as to what features the Bounty Board might have if it were implemented. I'll start it off:
- Allow multiple people to vote for, and submit bids for, the same topic. For instance, someone posts a bounty for "a 3D dragon model with wings" and offers up $5 for it. 3 other people think it's a good idea and would also like a dragon model, so they join in and chip in a few dollars to the bounty, putting it up to $15.
- Bounties should be listable by popularity (# bidders), bid total (total $) and category (3d model, music, sound effect, manuscript, 2d art, etc.)
I like this idea. I have commissions I'd like done for my game, and routing that through OGA makes sense for me.
One concern I have: what to do about poor-quality art? If someone tries to fulfill a request and their art doesn't meet the requester's standard, what happens? What if 20 people go after a nice bounty and only 1 wins it? Maybe we need to assign bounties to a specific artist, after that artist requests it and shows via portfolio that they are capable.

I'd guess that all bounties would have to be approved and routed through the admins of OGA to make sure they meet minimum standards.
One artist accepting a bounty shouldn't close it out; maybe allow multiple artists to "accept" a bounty, and then an admin will have to choose one of them.
I agree portfolios for each artist should be available. Maybe have artist profile data available, and some kind of kharma system to show trust earned via positively completed bounties.
Interesting. But wouldn't it make more sense to let the requesters vote for who "wins"? After all, they are the ones planning on using the art.
