BTW, it's not possible to dual license this model under GPL 3 and CC-BY 3.0, is it? The original model was released only under GPL 3.
Correct. You should ask the creator whether they would mind adding CCBYSA3 as a possible license in their submission.
I explicitly give you the right to license this derivative work however you want.
