That is totally fine, but usually the person you're submitting on behalf of doesn't have an active OGA account already. Why hasn't Quaternius uploaded these him/herself?
quaternius' last oga submission was in june of 2021, which was publish on their website may 2021. since then they have released 13 more cc0 asset packs on their website but have not been submitting them to oga.
