Unable to download large files

Hello,
I've been attempting to download a relatively large file (http://opengameart.org/content/buildings-bunkers-weapon-platforms) but the site keeps terminating the download. I even tried on my remote server and my desktop. It appears that the transfer is terminated prematurely (roughly around the 6 MB mark out of 27MB).
Any ideas what could be causing this? As I mentioned, I've tried on my computer and on my remote server, so I know it is not my internet connection that is terminating the download.

I was able to download it ok. Everything seems to be present. How long does your download take before it times out? What download speed are you getting?

On both my desktop and remote server it starts off fast (~1mb/s) then in about 20-30 seconds in it trickles down and eventually it just stops. So about a minute before it stops.
I had no problems downloading it, despite being in Russia - a 3rd world country.
Check your connection, then contact your ISP.
@newera: Try downloading it from this link: [link removed, experiment complete] My server is in Provo, Utah. The OGA server is in Los Angeles, California. Not sure if that is enough distance to allow the packet stream to get around whatever the problem is, but it might tell us which end the problem is on.
P.S: I'll be removing that link in a few days. This is just for testing.

Everyone who lives in Russia knows Russia is 3rd world. We have people eating out of trashcans all around. I've made a few photos near my Moscow home just yesteday. This elderly woman isn't homeless, just earns as little as $100/month, so scavenging a garbage heap near groceries store really helps her. That isn't isolated case, a lot of locals scavenge it and even fight over the rotten apples.

@MedicineStorm - I was able to download the file just fine using your server. Thank you for this. By the way, I'm located in Wisconsin and my remote server is located in New York.
@Nikita - I doubt it is my ISP and my remote servers ISP. I'm able to stream Netflix/Prime and I don't have troubles downloading other files across the interwebs. BTW - I'm sorry for the state Russia is in. I wish you the best.
@newera: Groovy. Glad to help. Looks like it isn't your ISP if you were able to get it ok from me. Or at least it's not just your ISP. I'll remove that link now.
