Looks like drybrushed wargame stone.
Based on the plaster texture by Jolt Joker, his textures are free to use. I had this stored on my PC for a long time and for some reson it was greyed out, so, I guess, someone (even me may be) already modified it. I made it seamless and exaggerated texture.
