Lego like tiling road and sidewalk textures use them for:
- 2D Games when you scale them down.
- Games where you drive through cities doing mischief.
- Simulations with tiny skyscrapers.
- Use with buildings.

There you are. Added T-junctions and gave it zebras. Now this is a complete cityroads building kit.
Great! Are they totally free for creating a (commercial) game for iPad? I am just a single developer (not a whole company ;-)) with a great idea, enought technical skills, but no graphical skills ;-). Please let me know!
Yes, as long as you credit the author appropriately, you can use them commercially. This is true of anything that's licensed CC-BY.
