I'm pretty sure the author is telling you that attribution is not required if you're getting it from OGA. One asset can be given different licenses on different platforms. FYI, there are six different creative commons version 3.0 licenses. "CC3" doesn't mean much.
Please make the audio file the first preview, though. Album art is fine, but when a graphic is the first preview on an audio submssion, it is impossible for people to listen to the song from the gallery page. Plus it makes this look like a 2D art submission.
Considering TAD posted this nearly 2 years before that video was posted, it looks like they (Rnb2) have falsely claimed copyright over a public domain work. There is no true issue with using these tracks, but if people want to use it on Youtube without being hit with Rnb2's false claim, TAD would need to report that video for copyright issue.
