As you say, CC0 means people can use these tracks for anything. However, that includes re-selling them as is. In fact, every license accepted on OGA allows people to try re-selling the assets. Not because we want others to profit off of your freely given work, but because a "no resale" stipulations causes weird legal complications. If someone were to use this song in a game, then share that game on steam or itch (even for free), itch or steam earn revenue through other games or advertisements, which could count as "commercial sale" that benefits from your asset that doesn't allow it.
If you are concerned about people reselling the asset as-is, I would recommend changing the license to OGA-BY or CC-BY. Those licenses require anyone using or sharing this asset to credit you and link back to this page. Any potential "customer" of the person trying to resell this would see they can get the same asset here for free, and not bother paying for it. In this way, people are rarely ever successful at reselling free assets, but they're still allowed to try.
Would you be willling to remove or alter the stipulation about no reupload & no resale? Until then, I must mark this as having a licensing issue to protect your interests. Please let me know if you have any questions or concerns.

Hmm. that has not been my experience. I am a professional developer, but creating games as a hobby has noticably improved both my coding skills and my art skills. You say you started programming again. What sorts of things are you programming? If they are things that involve both code and art (like video games), I would expect your skills to increase in both, not diminish in one or the other.
permissions aside, I would be remiss to tell you the song is better without the voice. It very much adds to the song. On the other hand, there are games where the voice would conflict with the scene or distract from the characters speaking if the music was playing with voices at the same time.
Is it possible to get both versions? with and without voice?
