Add a confirmation dialog for 'Submit Spam' and similar buttons

On mobile devices, it is relatively easy to accidently hit those buttons.

@CruzR: I am glad you did! I find spam to be a delicious and nutritious alternative to real meat!
I'm pretty sure there'll be a level of human oversight prior to the disposal.
