Unfortunately, the conditions you've stipulated in the "Conditions and Info.txt" and "Read me first.txt" are incompatible with the terms of the GPL.
The GPL (and all other licenses accepted on OpenGameArt) allow for resale and commercial use. They also allow people to modify the assets as they need for their game. Without allowing derivatives or commercial use, assets become essentially unusable to most developers.
Would you be willing to remove or modify the stipulations to make it compatible with one of the licenses accepted on OGA? Until then I have to mark this as having a licensing issue. This is to protect your work so others do not misunderstand the license you've specified. Please let me know if you have any questions or concerns.
Hey look i didn't put that txt file in there because I don't want people to modify i put in there because it's my own boy and I don't want people putting their head on my body..thats why I put that file in there..they can use it and change the coloring stuff but I tried to be nice because i'm autistic I have a mental and cognitive disablity..and it just bothers me because it would be really freaky I someone put there headon my body..and i guess i'm willing to get rid of the file.. i always see stuff online even this site where they mention do not steal or change it in any way so i figured it would be fine..sorry I offended you.. I don't want people to think badly of me...anyways i'm sorry i'm new to uploading on here and I never really understood these licences I just guess because i'm also not good at reading things I didn't learn to read until I was in sixth grade so i'm delayed in reading so I hate to read complicaed things...

I'm not offended at all. :) but I do need to enforce the site rules, which is adherence to the accepted licenses. These assets are yours and you may impose whatever stipulations on your own work that you desire, but if your desires don't align with the licenses we accept here on OGA, we cannot host them here.
I understand you concern. GPL is not a bad license for sharing while making sure people don't claim it is theirs. Though I might suggest CC-BY or CC-BY-SA since they require people to credit you. That makes it pretty hard for them to claim they made it. Never-the-less, all the licenses allow people to modify the art. That may even include swapping out the head. If you're not comfortable with that, you may not want to share the assets on OGA. I hope that is not the case.
You mentioned you've seen others say: "even this site where they mention do not steal or change it in any way" I'm not sure how anyone would steal free assets. Do you mean "do not claim you made them"? That can be enforced, but people are free to download everything on this site and use it in their own game. Even charge money for the game. That's allowed.
I have not seen anyone else on OGA say "do not change it in any way" though. Can you link to where you saw that here on this site?
That's fine. Just let me know as soon as you've made the changes. Until then, I have to leave the licensing issue notification in place.
Hey i updated my Asset pack now so I just decided to make it public domain...I guess it's a pretty cool pack I feel now that it's unfair when people say it's free but it's still owned by the creator..so anyways I made the pack free...for everyone and every plan..they can do what they want with my pack..and thanks for helping me understand these licences

You are entitled to be credited for your fantastic work. CC0 does not require that people do that, but CC-BY or CC-BY-SA does. People can't claim they made this when CC-BY requires them to credit you.
Let me know what you decide. In the meantime, the license still technically conflicts with your Info_Update.txt. You should either change the license from CC0 to CC-BY or remove the line i've quoted above from Info_Update.txt.
