This is my rendition of Manny Pacquiao -- aka Pacman -- a famous boxer, based on a Manny Pacquiao toy.

Could you make a Juan Manuel Marquez and/or Floyd Mayweather equivalents? Then somebody could make a game featuring them!
Hmm... I'm pretty sure that you'd run into legal issues if you tried to actually attach a famous name to that vector face. But it is well done, and of course without the name attached there's nothing problematic.
@Charlie: Well, I'm not really good at capturing a face of a person and put it into a drawing. If not for the Manny Pacquiao toy, I would not have properly captured his face. Sadly, there's no Juan Manuel Marquez and/or Floyd Mayweather toys that I'm aware of.
@Redshrike: I did this thinking it was alright but looking at Plants vs Zombie, it seems they had a problem with the Michael Jackson zombie. If one will have to make a non-commercial Fan game like what most mocking Flash games do, I guess there's no legal harm -- I guess I can leave this game sprite for others to use on their Fan games. Meanwhile, I'll try to contact Manny Pacquiao's staff for legal use of the vector.

Not only the likeness is a problem but the trademark behind the name as well can raise issues.
Not really sure if Manny Pacquiao owns the trademark for "Pacman" -- given he borrowed it to more popular Pacman game. If he got away with it, I guess I could get away with it either. I believe the only problem here is his likeness on the character.

He's allowed as a real-life boxer's handle isn't video games. Trademarks can be registered to specific things.
Since you're putting the name "Pacman" in a video game, this gives NAMCOT the opportune grounds to take action, since that's a registered trademark that applies to video games. You don't want that.
I hate trademarks myself, it is why I can't even mention the word Qu?ke in descriptions of my game nor can I mention the name of the engine I use, beyond "modified id Tech 3" (it's really ioq3 but its logo and name are legally questionable)
Well, given that this vector image Pacman does not have any similarity to the circular, no legs, no arms, yellow character and the intended game play is not pellet-eating. I don't think it is going to be a problem. Unless NAMCO sends DMCA, and Manny Pacquiao staff rejected the inclusion of this character to the game, there's nothing to be paranoid about -- this little boxing fellow will be included in Smack.
