I think that you're missing one important detail. In what capacity would someone be developing a game for you? Would they be paid, or would it be merely 'portfolio work'? Would it be closed or open-source?
@Cemkalyoncu: thanks! Unfortunately, I have no plans to animate them atm; they're just intended as static in-battle sprites. It would be quite a bit of work to do even basic animation, much less something fuller.
One additional facet to having a progress thread is that the more interesting you make your project, the more likely you will be to be able to get art requests filled if you need something custom.
That, my friend, sounds like a very exciting project. I very much enjoyed the MMBN series, so I hope you'll be able to make something awesome. If you come across any specific graphical needs be sure to post them here or in the IRC.

Here's a start if someone wants to develop it. Not really worth its own post yet, so for now I've tucked it in with the beetle I just submitted.
