i can't extract them, but i think my programm can extract .tar. is the download broken?

The file is not corrupted, just named oddly. Either rename it to chars.tgz or extract it like so:

tar -xzf chars.tar_.gz

I am not sure I can use a real character as inspiration for a GPL licensed art. So just call him 'Richard'.
